Rwanda’s Capital Market Authority published Law nº 023/2026 of 25 May 2026 in the Official Gazette Special edition on 28 May 2026. The measure covers licence requirements for legal entities, stablecoin issuance rules and a regulatory sandbox run with the National Bank of Rwanda.
